Proposed law looks to criminalize inadequate pet housing

One lawmaker is working to amend state health code to govern how Texans house and restrain their dogs.

State Representative Sara Davis yesterday introduced to the Texas legislature House Bill 940, outlining lawful, proper restraint of a dog, and criminal penalties for violators.

Today, HB 940, authored by Sarah Davis for State Representative 134, was heard and signed in support by 123 witnesses….

Under the proposed bill, dog owners would be required to provide adequate shelter for their pets, use a restraint mechanism that is not harmful to the animal, and provides the dog access to food and water.

The bill outlines specific dimensions of shelters that would be considered adequate under the proposed law, as well as specifics on restraint types and lengths.
